【摘要】:Thisstandardestablishesrequirementsfortheadministrationofaprogramofradiologicalemergencyresponsedrillsandexcercisesinsupportofemergencypreparedness.Thisstandardaddresses:(1)Typesofemergencydrillsandexcercises,andthereasonsforeach.(2)Planningactivitiesassociatedwithdrillsandexcercises.(3)Developmentofscenariosfordrillsandexcercises.(4)Conductofdrillsandexcercises(5)EvaluationofdrillsandexcercisesThetopicdiscussedinthisstandardareapplicabletbothexcercisesanddrillsunlessspecificallyidentifiedotherwise.Thegeneralprinciplesandactivitiesfordeveloping,conducting,andevaluatinganexcerciseasdescribedhereshouldbeappliedtodrillsonalevelcommensuratewiththescopeofthedrills.Simulatordrillsandexcercisesconductedaspartofalargeremergencyresponseexcercisearewithinthescopeofthisstandard.Simulatordrillsandexcercisesconductedaspartoflicensedoperatortrainingandperiodicretraining,arenotwithinthescopeofthisstandard.Excercisescenarioartificiality'sneededtodriveemergencyresponseactivitiesareoftenobtainedbyintentionallydefeatingoperatoractionsandbyinsertingsimulatormanipulations,whichmaybeinexcessofANS3.5.Therefore,theseexcercisesshallnotbeusedtoevaluatetheadequacyofsimulatorperformanceoroperatoraccidentmitigationcapability.
